The concept of Cultural Heritage in cities has widened from the so-called "Historic Centers" to the term "Historical Urban Landscape". The progressive extension of the areas to be protected does not correspond to the actual limits preserved in the practice of Heritage management. This specifically affects World Heritage cities. UNESCO�s requirement to define a perimeter of the declared zone together with a buffer zone unveils light the present contradiction regarding the area protected from urban planning by the municipality or other organizations responsible for urban values management. The paper presents the study conducted on the protected limits in several Spanish World Heritage cities (Toledo, Córdoba, San Cristobal de la Laguna y Alcalá de Henares) and shows that, many times, these limits are not linked to the different urban plans, which negatively affects the management of cultural sites. This analysis confirms the need of a relationship between urban planning and the archaeological dimension of the Historic Urban Landscapes. Finally, a number of proposals are made to improve this problem, by a proper coordination between the various actors involved in urban management
