Abstract
The first part of this work presents a theoretical revision of the discounting approaches that can be found in the literature, in the context of projects with intergenerational impacts. Next, a methodological proposal is presented, based on the use of different discount rates for market costs and benefits (financial flow) and for externalities (environmental flow), that are used simultaneously in the same appraisal exercise. In this context, two environmental indicators are developed, namely, the Environmental Discount Rate and the Intergenerational Transfer Amount. These indicators try to quantify the relative and absolute intergenerational equity level applied to the analysis. The second part of this paper presents a practical application to a Watershed Restoration Project in the province of Almería (Spain). The results obtained support the usefulness of this proposal.
