Abstract
In this paper, we raise the need to consider water as a social asset and not only as a production factor although we admit that this last conception provides a high value to the agriculture of the region. We also analyse water demand and consumption and the causes and consequences of scarcity that inevitably leads to groundwater overexploitation. Finally, prices and problems of the different kinds of water consumed in the region are studied and the reasons that make necessary the culmination of the National Hydrological Plan as soon as possible are shown.
