Resumen

Modern Industrial urban development requires that location and land use are adapted to the functions and needs of the productive sector. The Spanish legislation on urban development has established that the way municipal land is used is via the General Plans of Urbanization. The General Plan of Urbanization ofthe municipality of Cartagena, passed in 1987, classified some of the areas for industrial use. Afterwards the initial forecasts were proved to be insufficient by the development of economic activities in the district of Cartagena, so successive modifications of the Plan of Cartagena were necessary in order to enlarge the area destined to be used by industrial units. This article describes the plans of theprivate sector initiative in the reversal of the shortcomings of urban development plans; in particular, the activity of fruit and vegetable industries in order to create an appropriate area for their production facilities in the Cartagena region.
