Abstract

San José Hill in Cartagena, originally called Monte Aletes, is located at the edge of the walled city from the 18thcentury and is one of the fve hills that mark the limits of the city’s old town. It is an area of great historical, scenic,and heritage complexity. Due to the need for an organized recovery of San José Hill, it is necessary to create anadministrative guide tool such as a Master Plan. Te fundamental objective of the Plan is to defne the necessaryactions for the conservation, enhancement, and use of the San José Hill area in Cartagena. Tis would restore thehistorical, heritage, cultural, and scenic values of the hill and its surroundings, as well as propose a model urbandevelopment regarding coexistence, sustainable management of public spaces, and respect for biodiversity islands.
